Warm greetings from Arrnis Pederasyong Internasyonal, Inc.!

In behalf of ArPI, may I inform you that we will postpone the Arnis International Encounter in December because majority of participating countries requested for the event to be staged at a later date of 2010. We will advise you further. Thank you for your great interest for our beloved sport. Looking forward for your continued support.

Mr. Raymond S. Velayo
President
ArPI

18 December 2009

Arnis is now “The National Martial Art and Sport of the Philippines"

President Gloria Arroyo officially signed REPUBLIC ACT NO. 9850 “An Act declaring Arnis as the National Martial Art and Sport of the Philippines“ on December 11, 2009. According to Mr.Raymond Velayo, ARNIS PHILIPPINES President, the law will preserve part of our heritage and will instill in the minds of our people the sense of nationalism, patriotism, national unity and identity.

It was Arnis Philippines headed by President Velayo who painstakingly lobbied for the approval of the Bill in both houses of Congress since the time of former Senator Orly Mercado in 1995, the late Senator Robert Barbers and Cong. Miguel Zubiri in 2001 until its passage into law by action star turned Senator Lito Lapid, Senators Miguel Zubiri, Mar Roxas, Richard Gordon, Ramon Revilla, Jr., Aquilino Pimentel, Jr., Congressmen Arthur Pingoy, Jr., Pryde Henry Teves, Cesar Jalosjos, Nanette Castelo Daza and Narciso Santiago III with the help of ARNIS PHILIPPINES Directors Servillano Padiz, Jr. (first President of Sepak-takraw and father of Sepak-takraw of the Philippines), Ramon Dizon (Businessman/ Sportsman), Medardo Quiambao (Businessman/Sportsman), Richmond Velayo (Jeweler/ Sportsman).

The law mandates Arnis as a physical education course for the DepEd and will be one of its priorities come 2010 Palarong Pambansa according to Cong. Teves. According to Mr. Velayo, Arnis is being practiced in all five clusters of the Philippine Olympic Festival (POF) and in all 17 regions in the Palarong Pambansa, the National-based Sports Program promulgated by the Department of Education, all in coordination with the ARNIS PHILIPPINES, 33rd Official Member of Philippine Olympic Committee (POC) and recognized by the Philippine Sports Commission (PSC).

ARNIS PHILIPPINES has successfully lobbied for the inclusion of Arnis in the last 1991 & 2005 SEAGAMES. Now it would be easier to lobby for its inclusion in all international sports events like SEAGAMES, ASIAN GAMES, and ultimately, the OLYMPICS. Mr. Velayo expects more support from all sectors both public and private.

President Raymond Velayo, ARNIS PHILIPPINES Board of Directors Medardo Quiambao and Ramon Dizon were paying a courtesy call to the Authors of Arnis Bill at the House of Representatives in Q.C. The Board of Directors of ARNIS PHILIPPINES congratulated and handed out Presidential Citations for having demonstrated their nationalism and patriotism by sponsoring and having it approved in the Halls of Congress of the Republic of the Philippines a REPUBLIC ACT NO. 9850 “An Act declaring Arnis as the National Martial Art and Sport of the Philippines”.

National Training on Second Level Coaching for DepEd School Sports Coaches (November 16 – 20, 2009 at Teachers Camp, Baguio City)

It was indeed a meaty and full of substance activity participated in by 16 able and full of energy delegates from all over the country. They were those who attended the first level coaching held in Cagayan de Oro City on June 23 – 27, 2008 and in Baguio City on July 24 – 28, 2008.

Series of activities were conducted primarily designed to facilitate the smooth conduct of the game and to anchor the Arnis Teachers, Coaches and Trainers in the preparation and implementation of the program.

The combined and mighty efforts of Mr. Richardson C. Gialogo and Mr. Aniano ‘’Jon’’ Lota Jr. (Directors, Arnis Philippines and Consultants, DepED – TFSS) with the help of Mr. Wilfredo B. Yap (Region III Commissioner ARPI) were translated to the participants and elevated their cognitive and psychomotor skills in achieving their earnest desire more than the second level of coaching. Furthermore, they were able to improve their coaching skills and competences and acquired additional inputs in team management including sports marketing, injury management and sports medicines.

Specifically, the ABC of Arnis, which is the combination of fundamental skills plus the traditional or classical techniques were taught that made the participants worthy to be lined up in the second level pool of trainers.

Other activities undertaken were the formulation of the training program, practicum of Likha Anyo by groups and the election of the DepED Arnis Association of the Philippines on the Second Level Coaching. Hereunder are the lists of Officers 2009 and the souvenir pictures of the participants together with the resource persons.

In closing, the great Grand Master of all times is of course, Jesus Christ. He is the Ultimate Judge, Referee, Recorder and Timer. In arnis, players are scored in the standard criteria and guidelines, but with God, legitimate faith is not gauge only in correct form, right timing, power, distance and intent of arnis stick but rather the determinant factor is the definitely encountering Him and to strike Him with sincerity of devotion not by a score of five but to the maximum counts of faith without reservation.

Update on "An Act Declaring Arnis as the National Sport of the Philippines"

On April 24, 2009, a public hearing was held in the Senate of the Philippines regarding the Arnis bills entitled “An Act Declaring Arnis as the Philippine National Sport”, introduced by Senator Juan Miguel F. Zubiri, and “An Act Declaring Arnis as the National Sport of the Philippines”, introduced by Sen. Manuel “Lito” M. Lapid. Present were some Arnis practitioners, Department of Education Assistant Secretary Jonathan E. Malaya, National Commission for Culture and Arts representative Ed Robles, Philippine Olympic Committee representative Gen. Mario Tanchanco, and Arnis Natiaonal Sports Association President Mr. Raymond S. Velayo. Other ARPI officers present were Commissioner Mr. Ryan C. Gialogo and Corporate Secretary Ms. Melanie Cayao. Chairman on Committee on Education, Arts, and Culture Senator Mar A. Roxas presided over the meeting. Recommendation for approval of the bills were given, and final discussions, including consolidating the two bills into one comprehensive bill before approval, will be scheduled.

At some point in the discussion, Mr. Velayo contributed by citing that certain words should be withheld from the proposal, such as the word “kali” which has no real and clearly documented or historical basis. Another was to strike out from the bill the word “modern” in connection with the phrase “modern Arnis,” which pertains to a particular Arnis style and club. This is to eliminate bias and misinformation.

Also, Mr. Malaya of DepEd cited that there is no existing official national sport. Even though it has been stated in some history books that sipa, and later on sepak takraw is the national sport, this is apparently baseless and incorrect. Furthermore, Mr. Robles of the NCCA seconded Mr. Malaya in stating that the institutions they represent have no qualms about Arnis, our very own martial art and sport, being declared as the official national sport of the Philippines.

Arnis Philippines Represented in Korean Martial Arts Festival

The country’s own martial art of Arnis will be among those represented along with thirty other martial arts at the Tenth World Martial Arts Festival to be held in Chungju, South Korea, from September 28 to October 4. This annual festival gathers martial artists from all over the world to demonstrate and share their skills, including practitioners from more prominent arts such as Karate, Muay Thai, and Taekwondo to more exotic styles such as Sambo, Viet Vo Dao, and Hapkido.

In order to showcase the distinctive skills and techniques that have made Arnis known around the world, Arnis Philippines, Inc. member of the Philippine Olympic Committee and the officially-recognized umbrella organization or National Sports Association, will send a seven-member delegation to this festival, headed by Mr. Richardson C. Gialogo, Vice President for External Affairs. The exhibition team is comprised by Master Jaime Quizana, Mr. Ryan Gialogo, Marie Kristine Crespo, Mikhal de Dios, Raymond de Vera, and Raymund Anthony Suba, all multi-awarded Arnis athletes.

For four (4) straight years now, Arnis Philippines has been sending representatives to this world event and the Philippine delegation has always been a crowd favorite due to the Filipinos’ exceptional martial skills coupled with their amiable personalities and decorum.

Arnis is an indigenous Philippine martial art that is famous for its stick and blade fighting emphasis. Because of its effectiveness and practicality, it is being taught to and used by police and armed forces both inside and outside the country.

“Truly we are nearing our dream of including Sports Arnis as part of the sports program in many countries,” says Arnis Philippines President, Mr. Raymond S. Velayo.

Change in Philippine Olympic Festival NCR Schedule

As announced by the POF Organizing Committee, POF-NCR hosted by Quezon City has been postponed to October 10-14.

POF- Bicol and Southern Tagalog will still push through on October 22-28, hosted by Naga City.

Philippine Olympic Festival - Visayas

The Philippine Olympic Festival Organizing Comittee requires all POF sports to strictly follow the ruling that only NSA members are allowed to compete. Please refer to POFOC ground rules. (www.philolympicfestival.com)

All participants may settle their outstanding dues at the tournament venue in Iloilo.

This is for the information and guidance of all concerned.

Arnis Para Sa Tanod 2007

Last Saturday, March 10, 2007 saw the launching of the Arnis Para sa Tanod Project at the Barangay Mariana Community Center. This three month program, sponsored by the Rotary Club of New Manila, Arnis Philippines Incorporated (ArPI), and Quezon City District 4 Representative Nanette Castelo-Daza, aims to train barangay tanods from 36 barangays in Quezon City on the Filipino fighting art of arnis. So far, 136 tanods from different barangays have signed up for this program, and this number is expected to grow.Barangay and city officials have expressed their concern for the lack of training of barangay tanods in self-defense. Most do not know how to wield and use arnis sticks properly under their mandate as peace keepers, even if they carry these with them every day.

This three-month program will also include training in sport arnis. Vice President Richard Gialogo believes that knowledge in martial arts techniques alone sometimes is not enough in subduing and catching bad elements. The barangay tanods should be fit, quick, and agile enough to use the techniques taught to them. Plus, there is a need for intensive training for the tanods to be more athletically inclined, to serve their communities better.

Also, ArPI, in coordination with the local government, plans of having inter-baranggay tanod tournaments once this project is underway. This way, according to ArPI officials, the tanods will be more interested and have an added incentive to train, and this is also more efficient since the local government of Quezon City already has its own active sport arnis program, and the office of the Vice Mayor is very supportive of it.

ARPI President, Mr. Raymond S. Velayo, plans of adding more phases to this training program, wherein the tanods would be trained for other skills such as crowd control, VIP protection, and to act as an emergency response team for calamities.

Batang QC Olympics 2007

Arnis was included in this year's Batang QC Olympics, held on January 27, 2007 at the Amoranto Sports Complex in Quezon City. Thirty-three (33) barangays fielded boys and girls ages 17 years old and below. The competition lasted the whole day, with the kids competing in the Laban and Anyo events.
